Most land use projects require a planning entitlement (e.g., Design Review, CUP, Parcel Map) before building permits can be issued. Use the cards below to find the right checklist, then prepare your PDF submittal and email it to us.

Pre-Application Review

Optional early review where staff evaluates your project concept and flags zoning/code issues before a formal submittal. Recommended for new construction (apartments, hotels, and other commercial structures).

Conditional Use Permit (CUP)

Required for certain uses in specific zones; typically includes a public hearing and conditions of approval.

Planning process — what happens next

  1. Pre-application review (optional, recommended for new construction). For apartments, hotels, and other commercial structures, we strongly recommend a pre-app to surface requirements early and save time.
  2. Intake & completeness check. Staff verifies your packet matches the checklist and issues an invoice for fees.
  3. Staff review & referrals. Planning reviews; Public Works/Building/Fire and outside agencies may be consulted.
  4. DRC review (if required). Projects with exterior changes/design elements may go to the Design Review Committee.
  5. Public notice & hearing (if required). Some entitlements require Planning Commission/City Council hearings.
  6. Conditions of approval. If approved, conditions will apply; address any pre-permit items.
  7. Next steps. Submit for building permits (if applicable) consistent with the approved plans/conditions.

Should I do a pre-application?

How do I know which entitlement I need?

Do all projects go to a public hearing?

Not all projects require public hearings.  Many items are reviewed at staff level or by the DRC. CUPs, Variances, and some Development Plans typically require a public hearing.

What should I include in a pre-app submittal?

A brief project description, site plan/concept, photos, and any known constraints (parking, access, utilities). Use the Planning Application to request a pre-application review.
