The City Council is seeking full analysis of options to exit CalPERS, alternatives for pension plan administration, and comparative cost and risks associated with continuing to provide pension plan through CalPERS versus exiting the plan. The City Council is also seeking analysis of strategies to address OPEB unfunded liabilities.
Proposals must be delivered in person, by U.S. Postal Service, or by a courier service such as Federal
Express, UPS, etc. and must be received no later than July 12, 2019, 5:00 p.m. PST, at the address listed
below. Vendors must submit seven (7) completed hard copy of the proposal, as well as one (1) electronic
copy. All proposals must be submitted in a sealed envelope clearly marked on lower left hand corner

| Submittal of a Notice of Intent to Propose is highly desirable and is necessary to ensure a Vendor's receipt of RFP amendments and other communications regarding the RFP. The Notice of Intent does not bind a vendor to submit a proposal, not does not submitting a Notice of Intent preclude a vendor from submitting a proposal.
